Iloilo City Travel Requirements 2022

[UPDATED February 16, 2022] Iloilo City remains under Alert Level 3 from February 16-28, as recently announced by Inter-agency Task Force (IATF). Check out the Iloilo City Travel Requirements this 2022.

City Mayor Jerry P. Trenas on February 9 issued Executive Order Nos. 015 on February which amend the guidelines for inbound air and sea travel to Iloilo City. The effectivity of these EOs was extended until February 28, 2022.

Check below the travel requirements and protocols for those from within and outside Western Visayas, Authorized Persons Outside Residence (APOR), returning overseas Filipinos and OFWs, returning residents, non-essential travelers, and tourists. Note that Iloilo Province has separate protocols for those traveling to towns outside the City.

Inbound Travelers from areas within Western Visayas except Negros Island to Iloilo City

Interzonal and intrazonal travel within Western Visayas, other than from those coming from Negros Island, shall be permitted subject to restrictions on movement of vulnerable sectors. Non-essential travel to Iloilo City is strongly discouraged.

For those individuals traveling to Iloilo City who develop signs and symptoms associated with COVID-19 and its variants of concern, they are advised to submit themselves to NPS/OPS RT-PCR testing conducted by the USWAG Iloilo Molecular Laboratory, without cost. Strict isolation must be observed while awaiting release of results.

Travelers from Negros Occidental to Iloilo City

For fully vaccinated: No need to apply for a Travel Coordination Permit (TCP) via S-Pass. Just present your vaccination card or certificate and valid ID at the port.

For unvaccinated and partially vaccinated:
1. Negative RT PCR test (through NPS and OPS) result showing that the date of specimen collection was made not more than 3 days prior to the date of travel.
2. Valid ID

Pre-travel Requirements for Inbound Travelers coming from outside of Western Visayas Region

All inbound travelers from outside Western Visayas, regardless of vaccination status shall be subject to the guidelines set hereunder effective immediately unless otherwise modified, extended, or lifted earlier.

(A) For Returning OFWs facilitated by the Overseas Workers Welfare Administration (OWWA) and endorsed to the Iloilo City Government, including accompanying minors aged (5-17) years old:

1. Upload files/documents consisting of the following and apply for a travel permit via the S-Pass system for the review of the Iloilo City Emergency OPCEN and the issuance of the Travel Coordination Permit (TCP):
(i) Valid Government-issued ID; (ii) Confirmed travel itinerary issued by carrier (airline or sea vessel) to Iloilo City; (iii) [For fully vaccinated individuals] Vaccination Card OR document issued by competent foreign authorities proving that they are fully vaccinated; (iv) Certificate of Residency issued by the Barangay where the individual resides; (v) Bureau of Quarantine (BOQ) Certificate/Health Pass

2. Present a copy of their approved S-Pass travel permit along with their Vaccination Card OR duly issued Certification from the City, Municipal or Provincial Health Office that the incoming traveler is fully vaccinated coupled with the presentation of a valid ID, OR, whenever accessible, a Vaccination Certificate which may be obtained through https://vaxcert.doh.gov.ph to their carrier (airline, sea vessel, land transport) of choice upon check-in.

(B) Authorized Persons Outside Residence (APOR) including accompanying minors aged (5-17) years old:

1. Upload files/documents consisting of the following and apply for a travel permit via the S-Pass system for the review of the Iloilo City Emergency OPCEN and the issuance of the Travel Coordination Permit (TCP):
a. Valid Government-issued ID; Valid company/office ID; Proof of affiliation, valid professional identification card;
b. Insofar as practicable or wherever applicable, Certificate of Employment/Travel Order/Certification issued by their employers/HR managers indicating specific dates and/or hours of work such employee is obliged to report on duty;
c. Confirmed travel itinerary issued by carrier (airline or sea vessel) to Iloilo City;
d. [For fully vaccinated individuals] Vaccination Card OR document issued by competent foreign authorities proving that they are fully vaccinated;
e. If resident APOR: Certificate of Residency issued by the Barangay where the individual resides
f. If non-resident APOR: Proof of Confirmed Booking with hotel and/or other accredited accommodations;

2. Present a copy of their approved S-Pass travel permit along with their Vaccination Card OR duly issued Certification from the City, Municipal or Provincial Health Office that the incoming traveler is fully vaccinated coupled with the presentation of a valid ID, OR, whenever accessible, a Vaccination Certificate which may be obtained through https://vaxcert.doh.gov.ph to their carrier (airline, sea vessel, land transport) of choice upon check-in.

(C) Authorized Persons Outside Residence (APOR) including accompanying minors aged (5-17) years old staying for less than twenty-four (24) hours In Iloilo City, shall still apply for a Travel Permit through the S-PASS system to be approved by the Iloilo City Government for contact tracing.

For this purpose, they shall upload files/documents consisting cr: the following and apply for a travel permit via the S-Pass system:
1.  Valid Government-issued ID;
2. Insofar as practicable or wherever applicable, Certificate of Employment/Travel Order/Certification issued by their employers/HR managers indicating specific dates and/or hours of work such employee is obliged to report on duty;
3. Confirmed travel itinerary issued by carrier (airline or sea vessel) to Iloilo City (inbound) and from Iloilo City to place of destination (outbound), from which periods of arrival and departure shall not be more than twenty-four (24) hours.
4. Negative RT-PCR test conducted through NPS/OPS swabbing with date of specimen collected at least (72) hours before travel to Iloilo City;

(D) Returning Iloilo City Residents including accompanying minors aged (5-17) years old:

1. Upload files/documents consisting of the following and apply for a travel permit via the S-Pass system for the review of the Iloilo City Emergency OPCEN and the issuance of the Travel Coordination Permit (TCP):
a. Valid Government-issued ID;
b. Confirmed travel itinerary issued by carrier (airline or sea vessel) to Iloilo City;
c. [For fully vaccinated individuals] Vaccination Card or Vaccine Certificate Certification from the City, Municipal or Provincial Health Office
d. Certificate of Residency issued by the Barangay where the individual resides
e. Proof of Confirmed Booking with hotel and/or other accredited accommodations;

2. Present a copy of their approved S-Pass travel permit along with their Vaccination Card OR duly issued Certification from the City, Municipal or Provincial Health Office that the incoming traveler is fully vaccinated coupled with the presentation of a valid ID, OR, whenever accessible, a Vaccination Certificate which may be obtained through https://vaxcert.doh.gov.ph to their carrier (airline, sea vessel, land transport) of choice upon check-in.

(E) Non-essential travelers and tourists:

1. Upload files/documents consisting of the following and apply for a travel permit via the S-Pass system for the review of the Iloilo City Emergency OPCEN and the issuance of the Travel Coordination Permit (TCP):
a. Valid Government-issued ID;
b. Confirmed travel itinerary issued by carrier (airline or sea vessel) to Iloilo City;
c. [For fully vaccinated individuals] Vaccination Card or Vaccine Certificate Certification from the City, Municipal or Provincial Health Office
d. Certificate of Residency issued by the Barangay where the individual resides
e. For non-essential travelers/tourists: Proof of Confirmed Booking with hotel and/or other accredited accommodations;

2. Present a copy of their approved S-Pass travel permit along with their Vaccination Card OR duly issued Certification from the City, Municipal or Provincial Health Office that the incoming traveler is fully vaccinated coupled with the presentation of a valid ID, OR, whenever accessible, a Vaccination Certificate which may be obtained through hdps://vaxcert.doh.gov.ph to their carrier (airline, sea vessel, land transport) of choice upon check-in.

(3.) Protocols Upon Arrival in Iloilo City.

The following protocols shall be implemented for all travelers arriving in Iloilo City:

(A) Fully vaccinated individuals:

Upon arrival, you can take a taxi or you can be fetched by a private vehicle. Fully vaccinated individuals are no longer mandated to submit themselves to RT PCR testing and quarantine upon arrival. You can proceed to your home or business here in Iloilo City. However, you must immediately isolate yourselves once symptoms associated with COVID-19 develop and submit yourselves to RTPCR testing at La Paz Plaza Gym.

(B) Partially vaccinated and Unvaccinated individuals:

Upon arrival, you can take a taxi or you can be fetched by a private vehicle from the port/airport. Please proceed to La Paz Plaza Gym for data recording. Then, kindly subject yourself to quarantine. You shall undergo RT-PCR Testing on the 3rd day of your quarantine. The first day of quarantine will start on the next day of arrival. Strictly isolate while awaiting for your negative results. Once tested negative, kindly secure a clearance to be released from quarantine.

(C) ROFs with travel history from countries classified as Red.

Regardless of vaccination status, ROFs who arrived from countries classified as Red, shall be required to complete quarantine under a home quarantine set-up for fourteen (14) days from date of arrival and shall likewise undergo NPS/OPS RT-PCR testing, five (5) days from date of arrival;

NPS/OPS RT-PCR testing shall be conducted by the Uswag Molecular Laboratory at the covered gym of Lapaz Plaza without cost.

Notwithstanding the release of a negative RT-PCR result, the individual must complete the balance of their mandatory fourteen (14) day quarantine. For those who turn out to be a confirmed COVID case, provisions of Section 15 hereof shall apply. Should they experience symptoms during the interim of their quarantine, they should immediately contact their local BHERTs or nearest District Health Center to be endorsed for confirmatory RT-PCF2 testing.

ENDORSEMENT OF INBOUND TRAVELERS TO THEIR RESPECTIVE BARANGAYS.

From the list/manifesto transmitted by transportation sectors carrying inbound travelers to Iloilo City, the Iloilo City COVID-19 Emergency Operations Center shall ensure proper endorsement of those arriving travelers to their respective baranqays of destination. Local barangay officials and BHERTs shall promptly endorse said recently arrived travelers to the respective District Medical Officers to be subjected to RT-PCR swabbing in accordance with Section 4 hereof.
