Starting Monday, January 17, 2022, all airlines servicing flights to and from the National Capital Region (NCR) will not allow passengers who are not fully vaccinated.
This “no vaccination, no ride/entry” policy is in compliance with the Department of Transportation (DOTr) Order No. 2022-001 which limits the public transportation access to vaccinated individuals in NCR while it is under Alert Level 3 or higher. The policy is applicable to land, sea, rail, and air travel.
All concerned attached agencies and sectoral offices of DOTr are directed to ensure that operators of public transportation shall allow access or issue tickets only to “Fully Vaccinated Persons,” as evidenced by (i) physical or digital copies of an LGU-issued vaccine card, a DOHLissued vaccine certification, or any IATF-prescribed document, with (ii) a valid government-issued ID with picture and address.
In general, a person is considered fully vaccinated two (2) weeks after their second dose in a two-dose series, such as the Pfizer or Moderna vaccines; or two (2) weeks after a single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine.
Who is exempted from the “No Vaccination, No Ride Policy”?
The “No Vaccination, No Ride Policy” shall not apply to the following:
a) Persons with medical conditions that prevent full COVID-19 vaccination, as evidenced by a duly signed medical certificate with name and contact details of the physician; and
b) Persons who will procure essential goods and services, such as but not limited to food, water, medicine, medical devices, public utilities, energy, work, and medical and dental necessities, as evidenced by a duly issued barangay health pass or other appropriate proof to support and justify such travel.
What are the requirements?
Present valid government-issued ID and VaxCert from vaxcert.doh.gov.ph, or vaccination card by LGU or competent foreign authority including required documents for unvaccinated. For Iloilo Airport-bound passengers from Manila, present other documents as may be required by destination LGU.
IF I AM NOT ALLOWED TO FLY, WHAT TO DO?
Passengers have the option to:
• rebook or reroute flight • convert to travel fund/credit • or refund when applicable.
IM FLYING FROM CEBU, DAVAO, GENERAL SANTOS and others going to ILOILO, IS THIS POLICY APPLICABLE? No vaccination, no flight does not apply to passengers from other destinations unless they have a connecting flight via Manila.
ARE MINORS ALLOWED TO TRAVEL?
• PAL – Children 11 years old and below can be accepted on PAL flights without the need for a medical certificate, but should still present proof of essential travel, and must follow the LGU requirements for their destination. Please be ready to present proof of the child’s age if requested.
