More than 2,000 Ilonggo households and families have moved closer to realizing their dream of owning a safe, decent, and affordable home through the Iloilo City Government’s PASILONG (Pabahay sa Pamilyang Ilonggo Housing Program) during Mayor Raisa S. Treñas’ first year in office.
Data from the Iloilo City Local Housing Office (ICLHO) during the period showed PASILONG has provided housing assistance to 2,000 households and families, reflecting the city government’s commitment to ensuring that every Ilonggo—regardless of social or economic status—has access to dignified housing.
A flagship initiative under the Rising Livability pillar of the city’s Rise-To-Action governance framework, PASILONG integrates housing with access to basic services, livelihood opportunities, and community facilities to build inclusive and resilient communities.
The city’s housing portfolio continues to expand through several major projects designed to address the needs of different sectors.
Among its landmark developments is the Iloilo Residences Public Rental Housing Project in Barangay Sambag, Jaro, the first public rental housing project of its kind in Western Visayas. Once completed, the project will provide 362 housing units through two seven-storey residential buildings for low-income and start-up families. It is set for completion in 2027.
The city is likewise developing the Uswag 4PH Condominium Complex in Barangay San Isidro, Jaro, the country’s first public-private partnership (PPP) housing project approved under the national Pambansang Pabahay para sa Pilipino (4PH) Program. In partnership with EON Realty Corporation, the project will deliver 1,677 housing units across 13 ten-storey buildings, providing affordable and modern homes for Ilonggos.
This year, the city government aims to complete two of the four buildings, with a total of 120 housing units scheduled to be awarded in December 2026.
To widen housing opportunities for the working sector, the city is also pursuing Westville Residences, a partnership with Henber Development Corporation that will offer apartment-style condominium units primarily for teachers and government employees.
Meanwhile, Rise Batiano Village is being developed as a relocation community for families from coastal areas and residents displaced by fire incidents, providing them with safer and more secure living conditions.
The city has also continued to promote land ownership among long-time residents. Through the San Juan Villanueva-Sian Housing Site in Molo District, 517 households have moved closer to owning the lots they occupy after receiving and signing their Contracts to Sell. Under the program, beneficiaries may purchase their lots at an affordable ₱200 per square meter, payable over 10 years.
PASILONG also strengthens communities. During its first year, 136 informal settler families (ISFs) were successfully relocated to safer areas, while 14 training and capacity-building activities were conducted to help beneficiaries build sustainable and self-reliant communities.
To date, Iloilo City has 46 relocation and resettlement sites, with residents organized into 63 homeowners associations (HOAs), six federations, one confederation, and 27 youth organizations, promoting community participation and the sustainable management of relocation communities.
Complementing these efforts is the A.W.A.S. (Accessible Water for All and Sanitation) Water Access Program, which promotes equitable access to clean and safe water, sanitation, and hygiene services. The program supports household water metering, expands reliable water sources in communities—particularly relocation sites—and encourages the establishment of community-managed water refilling stations that serve as both a water supply solution and a livelihood opportunity.
Among the 2,839 houses in relocation communities identified during inspections as having no individual water connections, 74 households have applied for water connections and received the necessary certifications, while 67 are already connected to the water system.
Through PASILONG and A.W.A.S., the Iloilo City Government continues to make homeownership and better living conditions more attainable for Ilonggo families while building safer, more inclusive, and resilient communities. (Iloilo City PIO)
