Iloilo City government handed Mary Gen Mahinay a Mayor’s Citation for winning the 2013 Outstanding SPED Teacher award by Department of Education during the National Conference on Special Education in Metro Manila.

Mahinay, a teacher at SPED-Integrated School for Exceptional Children (SPED-ISEC), received the citation from Mayor Jed Mabilog during the flag raising ceremony at City Hall on December 16.

“It is a source of pride for us Ilonggos that our very own teacher in SPED-ISEC has been chosen as the best SPED mentor in the whole country. Truly, Iloilo is haven of the country’s outstanding educators,” Mabilog said.

The search for outstanding SPED teachers started in August, and the criteria in selecting awardees are instructional competence and teaching effectiveness, totaling to 90 points. Personal qualities and character carry 10 points.
